Constitution of the Vietnamese Student Association at the University of San Francisco
Article 1: Name of Organization
Section 1: This organization shall be known as the Vietnamese Student
Association at the University of San Francisco (VSA).
Article 2: Purpose
Section 1: The mission of the VSA:
- To promote a healthy place where students can learn about Vietnamese cultures
and traditions.
- To provide an opportunity for students to come together and discuss issues
pertaining to Vietnam.
- To be the communicating entity for issues pertaining to Vietnam on the USF
campus.
Section 2: The goals of the VSA:
- To be involved in Culturescape
- To support an environment of integrity, academic honesty, spirit of community,
and of self.
- To provide a forum where students, alumni, faculty, administration, and
the community can discuss issues pertaining to Vietnam openly.
Article 3: Membership
Section 1: The VSA is open to all currently registered students at USF.
Section 2: Members of the VSA may attend and participate in all VSA events,
activities, and committees.
Section 3: All VSA members fulfilling the following requirements are
eligible to run for elected VSA offices.
I. Any VSA members interested in holding an office must
have a cumulative grade point average of 2.0 or above.
II. interested members must be a registered USF student
Section 4: The attendance and participation in VSA meetings, events,
activities, and committees constitutes membership.
Article 4: Elected Offices
Section 1: The affairs of the VSA are coordinated and administered by (6)
executive board officers. There also shall be (6) six non-executive
board officers.
Section 2: The executive board officers are the President, Vice President,
Secretary, Treasurer, Heritage Night coordinator, and Events Chair.
I. Duties of the President
1. Shall serve as the Chief Executive Officer
2. Shall be the official Spokesperson for VSA
3. Set long and short term strategies, goals and objectives
for the Association.
4. Non-voting member.
5. Oversees all directors and committee activities.
II. Duties of the Vice-President
1. Presides over the meeting.
2. Shall take over the office of the President, if the position
becomes vacant.
3. Non-voting member.
4. Shall head the Cultures and Traditions Committee.
III. Duties of the Secretary
1. Take minutes
2. Distribute correspondence.
3. Disseminates meeting minutes and agendas to all
members.
4. Keep and updated roster of VSA members, their phone
and school addresses and phone numbers.
5. Call VSA members to remind them about meetings.
IV. Duties of the Treasurer
1. Keeps track of all monetary transactions.
2. In charge of fundraising.
3. Works with the Events Chair, for fundraising and events
that involve money.
4. Shall head the fundraising committee.
V. Duties of the Vietnamese Heritage Night Coordinators
1. In charge of planning Vietnamese Heritage Night.
2. Works with the Vice President in coordinating this
traditional event.
3. Works with Treasurer, for events in which involves money.
4. Coordinates the appearance of guest speakers. Works with Community Relations
Chair to acquire speaker.
5. Choreograph and direct performances.
6. Keep contact with other VSA’s and their events
VI. Duties of the Event Coordinator
1. Coordinates community service events.
2. Establish and maintain relations with various city
Vietnamese communities.
3. Works with Event Chair, in coordinating appearance of
guest speakers.
4. Shall keep all VSA members motivated and committed
to serving the community.
5. Plan social events for club members to participate in.
Section 3: The non-executive board officers are Historian, (2) two Members
at Large, and a FACES representative.
I. Duties of the Historian
1. Take pictures of events
2. Keep track of all events done.
II. Duties of Members at Large
1. Recruit new members.
2. Keep VSA informed of events in University community
3. Shall help in the event of an problems that arise in the
Association.
4. Shall give feedback and suggestions to better serve VSA.
III. Duties of FACES representative
1. Attend FACES meetings.
2. Report back to the VSA, in order to keep VSA informed
with FACES.
3. Act as liaison between FACES and VSA.
Article 5: Elections and Terms
Section 1: Elections
I. There shall be an election held at the end of April, to elect
all members to the VSA executive board.
II. The non-executive board elections shall be held no later
than the first week of October.
III. Nominations will be taken 1 week prior to elections. Each
nominated member must provide a brief description of why
they want the job.
IV. Special elections are only held during emergencies, such as
resignation or removal of key officers.
V. All VSA members are eligible to vote.
Section 2: Voting
I. Voting will be done by secret ballot.
II. Voting will be supervised by the current Executive Board
in office. The assistance of others will be used as needed.
III. Candidates receiving majority votes shall be elected.
Section 3: Term
I. The term of the executive board shall begin with the end of
the current Spring semester.
II. The term of the non-executive board members shall begin
with their election into office until the end of the current
semester.
Article 7: Amendments
Section 1: A vote of at least two-thirds (2/3) of the total VSA shall be the
only method of amending constitution or adopting new bylaws.
Article 8: Enabling Clause
Section 1: This constitution shall become the official governing document
of
the Vietnamese Student Association at the University of San
Francisco upon ratification of a two-thirds (2/3) majority of the
membership.
